Comprehensive Modernization (COMPMOD) Program, Product Manager Global Enterprise Network Modernization - Americas (Pd.M. GENM-A)

United States Army Project Executive Office (PEO EIS) hosted an industry day on June 6, 2023. A draft Performance Work Statement (PWS) was posted for that event. The PEO EIS will continue to post updated draft versions until the final RFP is posted. The COMPMOD Program will require the Contractor to perform site Survey, Engineer, Furnish, Install, Secure, and Test (EFIS&T) solutions to include Non-secure Internet Protocol Router (NIPR), Secure Internet Protocol Router (SIPR), Wireless, Voice over Internet Protocol (VoIP), Inside Plant (ISP), and Outside Plant (OSP) to support US Army Base/Post/Camp/Station (B/P/C/S) across the Continental United States (CONUS). Each B/P/C/S is either the parent/main B/P/C/S or tail (B/P/C/S). For an example, Fort Benning, GA would be the parent/main and the tails would be Camp Merrill and Camp Rudder. In addition, each B/P/C/S is separated by three Areas of Responsibility: 21st Signal Brigade, 93rd Signal Brigade and 106th Signal Brigade. Each Brigade has Regional Network Enterprise Center (RNEC), Stand-Alone NEC (SANEC), and Local NEC (LNEC). For an example, Ft Belvoir is considered the RNEC and Ft Walker (formerly known as AP Hill) is considered an LNEC. At this time, the Government is considering the use of the ENCORE III vehicle for solicitation and award. This is a DRAFT DOCUMENT. The Government is not seeking proposals at this time. The purpose of this document is to inform industry of the program requirements and perform market research. The updated portions of the PWS have been highlighted. Potential/interested vendors may direct any questions or concerns to the contracting officer and contract specialist, listed as POC on this notice. 07/07/23-An updated draft PWS is provided to potential vendors. Section 6.2.8 is updated. 07/21/23-An updated draft PWS is provided to potential vendors. HVAC language has been removed. All other language remains unchanged. 08/09/23-An updated draft PWS is provided to potential vendors. The Government is requesting feedback from interested vendors.
