Conducted Energy Weapons, Less Lethal Equipment, and Related Accessories

Sourcewell, a Minnesota-based state government cooperative, is soliciting proposals to establish a cooperative master agreement for the procurement of Conducted Energy Weapons, Less Lethal Equipment, and related accessories for use by its thousands of participating entities across the United States and Canada, including governmental, educational, nonprofit, tribal, and other public agencies. Proposals must be submitted electronically through the Sourcewell Procurement Portal no later than July 7, 2026, at 3:30 p.m. Central Time, and failure to comply with submission requirements will result in disqualification. The resulting agreement has an initial term of four years, with Sourcewell retaining the option to extend it for up to three additional one-year periods, for a potential total duration of seven years. While no formal contract value is specified, the estimated annual transaction volume among participating entities is $55 million, reflecting significant scale and demand. All proposals must conform strictly to the RFP requirements, demonstrate financial viability, and provide comprehensive solutions including equipment, delivery, installation support, warranties, and service networks. Evaluation of proposals will be based on a best-value trade-off approach, considering factors such as conformance to requirements, ability to deliver and sell solutions, marketing plan, depth of product offerings, value-added attributes, and pricing, with no single factor assigned a fixed weight. Suppliers are expected to comply with applicable federal, state, and industry safety and regulatory standards, and all equipment must be new, fully operational, and accompanied by proper documentation upon delivery. Special requirements include mandatory disclosure of any subcontractors, adherence to non-discrimination and civil rights laws, and compliance with 2 C.F.R. § 200 provisions, which cannot be altered. Sourcewell strongly encourages participation by Small, Minority-owned, Women’s Business Enterprise, and Veteran-owned Business Enterprises both as primes and subcontractors, although socioeconomic certifications are not mandatory. The master agreement does not specify FOB terms, packaging standards, bar-coding, or inspection protocols beyond requiring operational readiness upon delivery at the end-user location. Proposals must be submitted as complete digital packages via the portal, with no confidential materials allowed, and any proposed modifications to the master agreement template must be clearly redlined and submitted with the proposal. Award will go to the highest-scoring offeror, and signing will occur within 30 days after selection.
