Construction Jobsite Cameras

Seattle Public Schools is seeking proposals for Construction Site Camera Services across five school facilities: Aki Kurose Middle School, Chief Sealth International High School, John Marshall School, Lowell Elementary School, and Sacajawea Elementary School. The contract, issued under solicitation number RFP260402, is a lump-sum, not-to-exceed agreement for a turn-key solution that includes the lease of camera hardware with minimum 5MP resolution, pan and zoom capability, 20-foot mounting poles, battery backup capable of supporting eight hours of operation, installation, power connectivity, 24/7 remote web and mobile access, unlimited virtual storage, and on-site technical support throughout the term. The system must comply with Section 508 of the Americans with Disabilities Act and be compatible with the latest versions of Microsoft Edge, Chrome, and Firefox browsers. The contract term is three years from execution, with the option to extend for two additional one-year periods subject to mutual agreement and satisfactory annual evaluation. The anticipated start date is approximately July 13, 2026. Proposals must be submitted electronically via the BidLocker portal by June 18, 2026, at 10:00 a.m. PST, and are limited to fifteen pages excluding mandatory certification forms. The evaluation process prioritizes project experience and past performance at 30%, followed by the vendor’s proposed approach and techniques at 20%, and qualifications of key personnel, though the weight for the latter is unspecified; the award will be made based on the best interests of the District, and interviews may be conducted with the top three proposers. The vendor must provide detailed pricing structured by hourly rates for roles such as consultant, project manager, and analyst, along with itemized recurring and one-time costs per camera based on a 25-month base period from installation and activation. Reimbursable expenses, including travel, supplies, and software, must be clearly listed, and volume discounts for multiple sites are encouraged. The contract requires full insurance coverage, including workers’ compensation per Washington state law, employer’s liability at $1 million per occurrence, commercial general liability at $1 million per occurrence and $2 million aggregate, automobile liability at $1 million per occurrence, and umbrella/excess coverage of $2 million per occurrence. Professional liability insurance of $1 million per occurrence is also required. All insurance documentation must be uploaded through the myCOI system prior to work commencement. The Contractor must be free from
