The Naval Sea Systems Command (NAVSEA) intends to award a contract modification to Ultra Maritime, 115 Bay State Drive, Braintree, MA 02184, increasing the maximum value of Contract No. N00024-26-D-6214. The modification will be issued using other than full and open competition pursuant to 10 U.S.C. § 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.103-1. This notice is for informational purposes only.  Solicitation documents are not available. 


The Acoustic Device Countermeasure (ADC) MK 3/4 is an expendable, mobile acoustic countermeasure designed to increase a submarine’s survivability against torpedo threats. Ultra is the original developer of the ADC MK 3/4 system, and the Government currently possess a complete Technical Data Package (TDP) with build-to-print specifications. Ultra is determined to be the only available source capable of fulfilling these requirements without causing unacceptable schedule delays.


This pre-solicitation synopsis shall not be construed as a commitment by the Government to solicit contractual offers or award contracts.  The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis.  The information contained herein is subject to modification and in no way binds the Government to award a contract.  The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided.



Interested parties may express their interest and capability in response to this notice. Parties may submit a capability statement detailing their technical expertise and ability to fulfill the requirements. Responses to this notice must be received by 1500 EST on the closing response date. Responses shall be submitted via email to christopher.t.venturino.civ@us.navy.mil and cc lisa.c.wagaman.civ@us.navy.mil and reference the solicitation number. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.


No telephone inquiries will be accepted.  The Government does not commit to providing a response to any comment or questions.  No basis for a claim against the Government shall arise as a result of this announcement.
