Contract Security Services

The contract seeks contracted security guard services from a certified Service-Disabled Veteran-Owned Small Business (SDVOSB) to supplement the VA Police Service at the Jennifer Moreno VA Medical Center in La Jolla and multiple Community Based Outpatient Clinics across San Diego County, with performance beginning September 1, 2026, and concluding August 31, 2027, under a base period supplemented by four optional one-year extension periods, for a maximum potential duration of five years. The scope includes physical security patrols, access and traffic control, emergency response to panic and duress alerts, hazardous condition reporting, and administrative compliance such as verified timekeeping, all conducted in accordance with VA rules and Title 38 CFR 1.218. All personnel must complete mandatory training within their first week of duty covering police authority, patrol methods, interagency coordination, entry control, and report writing, and must undergo a Tier 1 background investigation prior to access to VA systems; additional clearance levels require Tier 3 or Tier 5 investigations. Guards must be in good physical health, free of communicable diseases, have no felony arrests in the preceding ten years, and be bonded and insured with the contractor providing workers’ compensation, employer’s liability coverage of at least $100,000, and general liability insurance without asbestos exclusions. The contractor assumes full liability for actions taken by employees under delegated authority, and field supervisors must conduct pre-performance site visits for orientation and ensure guards comply with uniform standards, proper gear, and no unauthorized equipment. This is a firm-fixed-price contract awarded under FAR Part 13 procedures, where the most advantageous offer—evaluated on technical approach, experience, and price—is selected, with lowest price technically acceptable (LPTA) methods explicitly prohibited.
