The Maryland Department of Juvenile Services is seeking responses from community-based providers capable of delivering credible messenger mentoring, support, and life enrichment services targeted at youth involved in the juvenile justice system. The services must be delivered by staff with personal experience in juvenile or adult systems of care and include violence disruption and mediation skills, particularly in high-violence neighborhoods. The program aims to serve an average of up to 25 youth daily across all Maryland counties, focusing on three specific youth populations: those on probation or aftercare at high risk of gun violence, youth requiring additional support through Thrive Passport, and youth at risk of detention or currently detained. Providers are expected to respond with a detailed plan on how they will deliver services, operate 24/7 including on-call support, and participate in DJS training initiatives, all while adhering to applicable regulations. Interested providers should submit a written expression of interest by June 23, 2025, indicating their organization’s name, the counties served, the specific program(s) they wish to support, their approach to service delivery, the number of youth they can serve, and their compliance plan with relevant regulations. The contract, with a budget ranging from 5 to 15 million dollars, will commence on August 1, 2025, and is intended to foster community-based interventions that leverage lived experience and violence mitigation skills to improve youth outcomes. The solicitation emphasizes the importance of rapid engagement, intensive case management, and round-the-clock availability to meet the needs of Maryland’s youth populations at risk.
