The West Virginia Department of Administration, Purchasing Division, is seeking a vendor to provide a Remote Monitoring and Support Tool under a central fixed-amount contract with an estimated value of $1,000,000. The contract requires the provision of eighty RSU-FedRAMP-Cloud Bomgar licenses for a two-year base term, along with professional services for initial installation, setup, and user training, as well as software upgrade maintenance and support for years three and four, with two optional one-year renewals available by mutual agreement. Additional licenses up to fifty may be ordered as needed on a pro-rated basis. Award will be made on a Low Price Technically Acceptable basis, with no trade-off analysis; only proposals that fully meet all mandatory technical requirements—including direct access to BeyondTrust support, segregation of licenses by administrator, provision of updated security compliance measures, and valid BeyondTrust authorization—will be considered eligible, with the lowest-priced compliant offer selected. The vendor must be registered with the West Virginia Purchasing Division, pay a $125 registration fee, and maintain comprehensive insurance coverage including commercial general liability, cyber liability, professional liability, and builders risk insurance at 100% of contract value. Key personnel must be designated, including a contract manager available during business hours and principal service personnel with facility access credentials managed by the vendor. All deliverables must be new, unused, and conform to agency specifications, with acceptance occurring upon receipt at the Office of Technology in Charleston, West Virginia. The contract prohibits assignment without written consent from the agency, purchasing division, and attorney general; requires disclosure of interested parties; mandates assignment of antitrust claims upon initial payment; and forbids conflicts of interest. Vendors must affirm compliance with state laws, including prohibitions on participation in the Israel boycott, and may claim socioeconomic preferences if pre-certified as small, women-owned, or minority-owned under state rules. Electronic proposals must be submitted via the wOASIS portal by July 1, 2026, at 1:30 p.m., and must be signed and free of passwords or encryption. No emails are accepted, and failure to meet any requirement will result in rejection. Payment will be made in arrears via EFT or P-Card to the Department of Administration’s Purchasing Division, contingent upon legislative appropriations.
