1. Description of Requirement


(i) This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


(ii) The solicitation number is PAN  and is issued as a Request for Quotation (RFQ). The U.S. Government intends to award a single firm-fixed-price Call Order against existing BPAs (or open market) from this RFQ.


(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) Overhaul.


(iv) The Government requires all items listed in the attached ENTER TITLE of EXCEL file. Please quote in USD. All prices must be inclusive of shipping/delivery costs.

2. Delivery and Acceptance

3. Key Compliance Requirement: NDAA / Covered Telecommunications


In accordance with Section 889 of the National Defense Authorization Act (NDAA) and FAR, the  Thermal Vision Cameras—cannot include "Covered" telecommunications equipment or services (i.e., components produced by Huawei, ZTE, Hytera, Hikvision, Dahua, or their affiliates/subsidiaries). Offers containing covered Chinese components will be rejected.



4. Evaluation and Basis for Award


Award will be made to the responsible offeror (in accordance with FAR 9.1) whose offer conforms to this solicitation’s requirements—to include all stated terms, conditions, representations, certifications, and technical specifications—and represents the lowest total evaluated price to the Government.


  • Complete Pricing: We cannot accept partial quotes. You must submit pricing for every line item on the spreadsheet.
  • Currency & Delivery: Offers must include delivery and be quoted in USD.
  • Item Specifications: Provide prices based on the required items (salient characteristics are detailed in the attached product description).
