AI Contract Overview
This solicitation seeks commercial counter-unmanned aerial systems and related accessories under a combined synopsis and request for quotation issued as a firm-fixed-price call order against existing blanket purchase agreements or open market sources. The U.S. government requires delivery of specified items including multispectral camouflage hides for personnel and vehicles, portable and vehicle-mounted drone detectors and jammers operating on 2.4 GHz and 5.8 GHz frequencies, thermal vision cameras, power storage units such as Goal Zero and Bluetti models, and various generators including Honda EC1200 and Army Tactical Quiet Generators, all to be delivered by August 15, 2026, to Bldg. 3052 MP30 at Camp Normandy in Bavaria, Germany, under FOB Destination terms. All pricing must be submitted in U.S. dollars and include full shipping and delivery costs, with complete quotations for every line item required—partial submissions will be rejected. Offers must comply with the National Defense Authorization Act Section 889, explicitly excluding any thermal vision cameras or components manufactured by Huawei, ZTE, Hytera, Hikvision, Dahua, or their affiliates, with noncompliant bids being automatically disqualified. Evaluation and award will follow a lowest price technically acceptable method, prioritizing full compliance with technical specifications detailed in the attached product description document over price alone, with no trade-offs permitted. Offerors must submit their responses electronically via email to the designated contracting officers by 17:00 CEST on July 27, 2026, and must include either a completed FAR 52.212-3 form or confirm active representations in SAM.gov. Name brands are mandatory for all items, and vendors are strongly encouraged to submit a no-bid notice if they do not intend to respond. The contract is unassigned to any small business set-aside and falls under NAICS code 336411, with government acceptance occurring at the delivery point in Germany upon inspection for conformity to the defined salient characteristics and regulatory requirements.
