THIS IS NOT A REQUEST FOR PROPOSAL and in no way obligates the Government. This notice constitutes the formal announcement and commencement of the A-76 competition for the Federal Emergency Management Agency?s (FEMA) Tier 1 IT Help Desk function. This effort is currently being performed with approximately 27 Federal Government FTE with the following FAIR Act Codes: W310, Computing Services and Data Base Management and W000 Administrative Support. The Tier 1 Help Desk function is also supported by approximately 4 contractor employee FTE. Government and contractor personnel performing this work are currently located in Berryville, Virginia, and Denton, Texas. This competition is performed in accordance with the Standard Competition Procedures of OMB Circular A-76, revised, and Management Directive 0476 of the Department of Homeland Security. A solicitation is expected to be issued on or about November 3, 2008. The anticipated contract type is firm-fixed price with some IDIQ line item portions of work. Interested parties are urged to provide, questions, comments, and recommendations on all postings made on the FedBizOpps website to the Contracting Officer. No telephonic questions will be accepted. All questions, comments, recommendations, and answers will be posted accordingly. The projected award date is no later than March 31, 2009.
