The Department of the Interior’s National Business Center, acting on behalf of the National Indian Gaming Commission (NIGC), intends to award a sole source labor-hours contract to Scientific Systems & Software International Corporation (SSSI) for the maintenance and support of the NIGC Tracking Database. This database plays a crucial role in managing and organizing key activities of the NIGC, including the tracking of tribes, gaming operations, contractors, contracts, background investigations, correspondences, and other relevant information related to gaming activities on Indian lands. The database supports the NIGC’s mission to ensure the integrity of gaming on Indian lands and to confirm that tribes benefit from these activities. Since SSSI originally developed this database and holds proprietary rights to its design, they are uniquely qualified and hold the exclusive authority to perform its maintenance. The contract is being processed under the non-competitive FAR 6.302-1 procedures, as only one responsible source for this work exists, with the requirement estimated at no more than 100 labor-hours annually. The initial contract period extends for one year from the award date, with four one-year option periods. Although this is not a request for competitive proposals, the government invites interested parties to express their interest and capabilities by April 8, 2008, which will be considered in deciding whether to pursue a competitive procurement. The acquisition is conducted under simplified acquisition procedures as outlined in FAR 13.
