The Mission and Installation Contracting Command at Fort Leavenworth plans to award a sole-source contract to SWMG Productions, Inc., operating as NFOCUS Software, to enhance the capabilities of the Combined Arms Training Strategy (CATS) Tool. This tool integrates and organizes collective and individual tasks associated with Army units, with the software foundation licensed specifically from NFOCUS. The contract is estimated not to exceed $500,000, will be a single-award firm fixed price, and falls under NAICS code 541511 for custom computer programming services, with NFOCUS classified as a small business under this code. This official notice is not a solicitation but serves to inform and encourage qualified contractors capable of providing equivalent services to submit capability statements for evaluation. Responses must be concise, limited to five pages, and submitted by a specified deadline. The government maintains sole discretion over whether to pursue competition based on submissions and will proceed with sole source negotiations if no suitable responses are received. Interested parties are required to be registered in the Central Contractor Registration, and all communications including capability statements and questions must be directed to the designated contracting officer by specified dates. This action complies with federal acquisition regulations and does not commit the government to award or pay for proposal preparation.
