The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), plans to award a sole source contract to Kitware Inc. for the Computational Model Builder for Multi-Dimensional Models (CMB). This decision is based on the unique capabilities of Kitware, as they originally developed the CMB, a specialized tool designed for modeling military sensing and water resource challenges. The contract will involve continuing the enhancement of the CMB to incorporate ERDC-specific requirements such as enabling two-dimensional surface water modeling using GIS inputs, generating input files for various ERDC simulations, integrating tailored interfaces for Department of Defense and Department of Energy mesh generators, facilitating CAD object imports and meshing, adding geologic modeling and interpolation functions, and allowing customization of the software interface by end-users. Kitware is identified as the sole provider capable of fulfilling these requirements, justifying the use of a sole source procurement under FAR 6.302-1. The procurement will be conducted under Simplified Acquisition Procedures and FAR Part 12 commercial ordering guidelines. While no Request for Quote (RFQ) will be issued based on this notice, interested parties are invited to submit their qualifications by a specified deadline for the government’s consideration of whether to pursue a competitive procurement. The government reserves the discretion to decide on competition after evaluating any submissions, but oral communications will not be accepted. This notice serves primarily to inform potential vendors and maintain transparency, although it strongly indicates that Kitware remains the only viable source for the continued development of this specialized modeling software.

This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements for the Computational Model Builder for Multi-Dimensional Models (CMB). Kitware developed the CMB specifically to support modeling of military sensing and water resources problems. The proposed contract will continue the development of the CMB by adding more of ERDCs specific needs such as: Setting up two-dimensional surface water problems from basic geographic information system (GIS) inputs, producing input files for several ERDC built simulation models, providing a tailored interface DoD/DoE mesh generators, providing direct import and meshing of CAD objects, adding geologic modeling and interpolation tools, and allowing end-user customization of the interface. Kitware is the only known source capable of meeting the Governments requirement. The Government intends to acquire a commercial order using FAR Part 12. Interested organizations may submit their capabilities and qualifications in writing to the identified point of contact not later than 2:00 CST, NLT May 22, 2009.
