The Army Corps of Engineers, St. Louis District, intends to award a sole source purchase order to ICAN for specialized Navigation, AIS, Buoying, and Survey software to be used on the Pathfinder vessel. This software is uniquely compatible with the Coast Guard’s buoy database, enabling seamless electronic sharing of buoy data between the Corps of Engineers and the Coast Guard, which is critical for coordinated maritime navigation and safety operations. The software's exclusivity in interoperability with the Coast Guard’s systems justifies the sole source procurement approach under the Federal Acquisition Regulation. Interested parties with the capability to fulfill this requirement were invited to respond by May 5, 2009, 10:00 A.M. The procurement falls under NAICS code 541511 and is managed by the Department of Defense’s W07V Endist St Louis office. The point of contact for this opportunity was Angie Grimes, reachable by phone or email, facilitating communication and clarifications regarding the requirement.
