The U.S. Fish and Wildlife Service (FWS) plans to issue a sole source contract to CaseWare Technology, the original developer and sole maintainer of the FIREBASE system, which is a specialized fire budgeting and allocation tool used for managing fire suppression and prescribed burning activities. FIREBASE incorporates complex matrices that represent FWS's fire management business rules, and only CaseWare Technology fully understands these proprietary and highly technical components. The contract aims to maintain, update, and enhance the FIREBASE software to ensure its continued functionality and compliance with government standards, including compatibility with Access 2000, Windows 2000, and adherence to requirements set by the Office of Management and Budget (OMB). The contract covers a base year plus four option periods and will support the Branch of Fire Management by providing ongoing software maintenance, user support, system enhancements, and training for headquarters IT staff and field users. Key responsibilities include modifying code, facilitating project meetings, conducting post-implementation reviews, updating data and process models, and documenting system functions. The sole source nature of this procurement emphasizes CaseWare Technology’s unique position as the only vendor capable of maintaining, upgrading, and supporting the FIREBASE system effectively, essential for accurate analysis of fire activities, staffing, equipment, and budgeting within the FWS.
