D--GRANTA MI SOFTWARE PACKAGE

NASA/GRC has a requirement for three renewals of the GRANTA MI Information System software package, CES Selector and Constructor software renewal, and five days consultation. NASA/GRC intends to purchase these items from ASM International. GRC owns existing GRANTA software licenses and has made a significant investment in establishing a materials database using this software product. Granta Design is the manufacturer of the GRANTA MI Information System and is the only source who can provide this software. Granta sells the software through ASM Internationl, the only distributor in North America. This procurement is being conducted under the Simplified Acquisition Procedures in FAR Part 13. The sole source is under the authority of FAR reference 13.106-1(b)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 12/20/07. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. This is not a competitive announcement - it is a sole source announcement. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed.
