The Department of Veterans Affairs (VA) issued a Request for Information (RFI) to gather market intelligence for a secure, cloud-based Information Technology Service Management (ITSM) tool that supports approximately 500,000 users and aligns with ITIL v3 best practices. The tool must enable comprehensive service management across multiple lifecycle processes, including incident, problem, change, release, service request, service level management, and integrated asset and license management via a Configuration Management Database (CMDB). Key requirements specify support for Enterprise Service Desk functionalities through integration with a third-party Automated Call Distribution (ACD) and Interactive Voice Response (IVR) system, out-of-the-box customer service catalog and reporting capabilities, scalability, ease of upgrade with minimal downtime, and compliance with FedRAMP Moderate security standards, Section 508 accessibility, and Personal Identity Verification (PIV) policies. The overall objective is to consolidate and automate service management to improve efficiency, reduce costs, and enhance customer-focused innovation within the VA. Respondents are asked to provide detailed company information, including size and socio-economic status, and describe their tools' technical and business capabilities relative to VA requirements, including scalability, service quality, pricing models, and compliance certifications. The VA anticipates a base performance period of 12 months with four optional years. Although this RFI does not constitute a solicitation or binding agreement, it serves to identify qualified vendors and inform a potential competitive procurement process. Vendors must submit responses electronically by the specified deadline, registering for the Virtual Office of Acquisition portal prior to submission. The VA emphasizes that this RFI is strictly for information gathering and does not guarantee future contract awards, with all proprietary information clearly marked and submissions becoming government property.
