NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The Bureau of Indian Affairs (BIA) on behalf of the Bureau of Indian Education (BIE) intends to enter into a sole source Firm-Fixed Price contract with iContracts under the authority of FAR 13.106-1(b), Soliciting from a single source. Haskell Indian Nations University requires a policy and procedure system for ease in conducting its day-to-day operations while fulfilling an accreditation requirement of the Higher Learning Commission (HLC). (HLC accreditation permits the University to operate and provide officially-recognized educational opportunities to students from federally-recognized Tribes.) To best meet its operational and accreditation policy responsibilities, Haskell requires a multi-functional platform to ensure integrity in carrying out its obligations to its customers (i.e., students and staff) and stakeholders (the general public). PolicyStat is a nationally trusted provider of this particular platform. This web-based tool provides secure and on-demand access to policy files from any device that uses an Internet connection. Further, it offers shorter and consistently positive policy management inspections along with needed audit and survey results. These aspects result in quality customer and stakeholder service. The anticipated period of performance will be from September 16, 2020 - April 30. 2021 with four (4) option years. The total anticipated cost is $19,281.75 The period of performance will be for a year, delivery date April 30, 2021.
