Replacement of US Geological Survey (USGS), National Water Quality Laboratory's (NWQL) Wastewater Treatment Monitoring Computer System

THIS IS A SOURCES SOUGHT NOTICE ONLY FOR MARKET RESEARCH PURPOSES.

THIS IS NOT A REQUEST FOR PROPOSAL (RFP), REQUEST FOR QUOTATIONS (RFQ) OR INVITATION FOR BID (IFB).

NO FORMAL SOLICITATION IS BEING REQUESTED UNDER THIS NOTICE.

This Sources Sought Notice is for market research purposes to identify parties having an interest in and resources to support this requirement for replacement of wastewater SCADA computerized control system and software package using Inductive Automation or equivalent software that replicates the functionality of the current SCADA control system with modern, reliable hardware and software while minimizing operational downtime for the US Geological Survey (USGS), National Water Quality Laboratory (NWQL).

The result of this market research will contribute to determining the method of procurement. The Government will review the information requested in this announcement based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition.

The North American Industry Classification System (NAICS) code is 541512 (Computer Systems Design Services) and the size standard is $34.0 million.

The following is a brief description of services that are required to be performed:

A. Introduction:

The US Geological Survey (USGS), National Water Quality Laboratory (NWQL) has a requirement for replacement of wastewater SCADA computerized control system and software package using Inductive Automation or equivalent software Inductive Automation or equivalent software that replicates the functionality of the current SCADA control system with modern, reliable hardware and software while minimizing operational downtime.

B. Background:

The USGS, NWQL operates a laboratory wastewater and treated ion exchange system. The Safety, Health, and Environmental (SHE) team relies on a computer-based supervisory control and data acquisition (SCADA) control system to assess discharge performance and maintain environmental compliance. The current system, installed in the mid 2000s, is aging and at risk of failure, which could result in operational shutdown of the laboratory.

C. Scope of Work

The Contractor shall provide all labor, software, programming, configuration, installation, testing, and documentation required to replace the existing wastewater SCADA control system.

D. Technical Requirements:

The Contractor shall provide the following:
a. Installation, configuration and programming of Ignition Perspective HMI software
b. Convert the existing Genesis32 software monitoring screens to Ignition Perspective and integrate logic, alarms and parameter settings.
c. Integration of the Ignition Perspective software with the existing Allen Bradley PLC proprietary logic programing owned by others such that integration of the new software does not violate existing intellectual property ownership
d. The new Ignition Perspective software will communicate with existing sensors, AB controllers, and treatment system components through the existing proprietary logic developed by others.
e. System testing, commissioning, and acceptance verification
f. Providing system documentation and operator training

E. Functional Requirements:

The new system shall:
a. Seamless functionality with existing AB PLC proprietary logic programing own by others.
b. Replicate and update current monitoring screens and functionality
c. Interface with all existing sensors, PLCs, and control hardware
d. Accurately measure, display, and record key wastewater parameters
e. Provide alarm logic and notifications equivalent to the current system
f. Automatically log discharge data for compliance records

F. Installation Requirements:

The Contractor shall:

a. Coordinate installation to minimize downtime
b. Ensure all work meets electrical and environmental safety standards
c. Perform system cutover in a manner that maintains wastewater compliance capability

2.3 The firm shall provide a point of contact name and e-mail information, and SAM.gov (Unique Entity ID (UEI) and must be registered and active in System for Award Management (SAM).

All information submitted in response to this announcement is voluntary ¿ the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is NOT a Request for Proposal (RFP), Request for Quotations (RFQ) or Invitation for Bid (IFB). The Government does not intend to award a contract based on responses received under this announcement.

The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated.

In order to be responsive to this Notice, a firm shall provide the appropriate documentation for consideration by October 9, 2026 at 2:30 p.m. Mountain Daylight Time (MDT). Responses that do not comply with these procedures will not be considered.
