The ArmyOneSource (AOS) Sustainment Support Services requirement, managed by the MICC-Fort Sam Houston Contracting Office, has been cancelled as of July 15, 2015. The government, through this notice, released a Draft Performance Work Statement (PWS) to invite industry feedback aimed at refining the solicitation for maintaining and sustaining the existing AOS web portal. The services sought include 24/7 maintenance of the web portal to support eligible participants and ongoing system sustainment. The procurement falls under PSC Code D318 and NAICS Code 541511, with a size standard of $27.5 million. Industry input is specifically requested to assess clarity and reasonableness of the PWS, performance expectations, and the probability of receiving multiple competitive offers. The government intends to explore opportunities for awarding the contract as a small business set-aside, including categories such as HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB), with strict adherence to specific subcontracting and personnel cost thresholds. The procurement is planned as a firm-fixed-price contract utilizing a Best Value Continuum, Lowest Price Technically Acceptable source selection process, where award decisions are based on the lowest evaluated price meeting minimum acceptability standards. Discussions may be waived, although the government retains discretion to engage if necessary. Interested parties were requested to provide feedback by June 5, 2015, to assist in preparing a fair, competitive solicitation aligned with government and industry capabilities.
