The purpose of this requirement is to obtain data and technology subscription services, supported by subject matter experts and technologists, to assist U.S. Customs and Border Protection, CBP, Office of Field Operations, OFO, in strengthening customs enforcement capabilities consistent with Executive Order 14411, “Strengthening Customs Enforcement.” The required services shall support CBP’s ability to identify, assess, and investigate customs enforcement risks, including importer of record, IOR, vetting; beneficial ownership identification; corporate structure analysis; transshipment detection; misclassification and duty evasion detection; forced labor supply chain analysis; sanctions and watchlist risk; trade-based money laundering; counter-terrorist financing; illicit trade networks; and other customs enforcement priorities.
