The U.S. Immigration and Customs Enforcement (ICE), under the Department of Homeland Security, is procuring the Collibra Data Intelligence Platform through a firm-fixed-price delivery order issued under the NASA SEWP V multiple-award IDIQ contract. Performance is expected to occur at ICE’s operational headquarters in Washington, D.C., with a base period of one year and four one-year option periods, allowing for a potential contract duration of five years. The solution must integrate with federal identity systems, comply with DHS policies and federal cybersecurity standards including FISMA and NIST frameworks, and provide fine-grained access controls with unified audit trails. No pricing details are included in the justification, as the actual cost will be established under the SEWP V vehicle, and no delivery of physical goods or packaging requirements are involved due to the purely software-based nature of the solution. Evaluation was based on technical adequacy and risk mitigation, with Collibra selected because alternatives from IBM, Alation, and Informatica would require impractical customization, posing unacceptable risks to data integrity and compliance. The acquisition is set aside for small business resellers, though no additional socioeconomic certifications are cited, and no specific key personnel or security clearance requirements are mandated for contractor staff.
