Design Build for New Tennis Clubhouse Buildings in Palgrave and Caledon East

The Town of Caledon has issued Negotiated Request for Proposal NRFP 2026-218-26-241 for the professional design and construction of two new tennis clubhouse facilities located at the Palgrave Tennis Club and the Caledon East Tennis Club. The project scope includes the complete demolition of a deteriorated log building and septic system assessment at the Palgrave site, as well as the removal of an existing deck and shade structure at the Caledon East site. The selected proponent will be responsible for all regulatory approvals, site servicing, and the delivery of fully functional facilities that emphasize safety, durability, and accessibility. Deliverables include digital working drawings at 60 percent and 90 percent completion stages, followed by final issued for construction documents. The project will be executed under a CCDC 14-2013 Design-Build Stipulated Price Contract, modified by the Town of Caledon's supplementary conditions which introduce specific clauses for conflict of interest, liquidated damages, and a 28-day payment term for proper hardcopy invoices. Award selection is based on a multi-stage evaluation process where proponents must achieve a 60 percent benchmark score in the first two stages to be considered for pricing. Required security includes performance and labour and material bonds at 50 percent of the contract price each, and commercial general liability insurance of at least 5 million dollars per occurrence. Proposals must be submitted electronically by November 4, 2026.
