Dickenson County Public Service Authority Haysi Wastewater Treatment Plant

The Dickenson County Public Service Authority is seeking proposals for a five-year, turn-key operational contract for the Haysi Wastewater Treatment Plant in Virginia, with options for renewal. Starting January 1, 2026, the selected contractor will provide 24/7/365 management of the conventional secondary treatment plant, which utilizes a rotating biological contactor process. The contractor is responsible for biosolids management using a 0.5-meter belt filter press, interior housekeeping, and comprehensive exterior groundskeeping. Maintenance duties include performing routine repairs up to a threshold of 2,000 dollars per event, with costs exceeding this amount classified as capital improvements. Personnel requirements specify that the contractor must have a qualified operator available for emergency calls and an on-staff electrician experienced with VFD operation and level transducers.
