AI Contract Overview

The Washington Headquarters Services Acquisition Directorate intends to award a firm fixed price purchase order to Mercer (US) Inc. for an amount under 150,000 dollars. This sole source award provides the Office of the Undersecretary of Defense for Intelligence Human Capital Management Office with essential compensation data products. These tools are used to analyze labor market data for the Defense Intelligence Personnel System to inform critical decisions regarding hiring rates, pay for development positions, and targeted local market supplements. The government has justified this direct award based on the proprietary nature of Mercer's benchmarking database and its status as one of the most reliable and comprehensive sources available. To maintain a complete picture of compensation requirements, the agency alternates purchases between Mercer and Towers Watson due to variations in their respective datasets. While this is not a request for competitive quotes, interested firms may submit written notification and supporting evidence of their ability to meet the requirements to the Contracting Officer.

Full Description

Pursuant to FAR Subpart 13.106-1(b)(1), Washington Headquarters Service Acquisition Directorate, intends to award a firm fixed price purchase order on a sole source basis to: MERCER (US) INC., 1166 AVENUE OF THE AMERICAS FLOOR 30, NEW YORK, NY, 10036 for an amount below $150,000. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. 1. Description of the Work: The Office of the Undersecretary of Defense for Intelligence (OUSD(I)) has been designated as the lead agency for the development of the Defense Intelligence Personnel System (DCIPS), the personnel system for the Defense Intelligence Community. Various compensation data products are required for OUSD(I) Human Capital Management Office (HCMO) to analyze labor market data specifically related to Defense Intelligence activities to inform decisions related to targeted local markets supplements, targeted situational adjustments, pay for development positions, hiring rates, and other compensation issues. 2. Justification: There is only one provider able to provide the benchmarking database. The data mined is proprietary, sold to the public and private sectors and are for the exclusive use of customers who purchase it. Compensation experts from OUSD(I) HCMO, the National Security Agency (NSA) and the National Reconnaissance Office (NRO) have agreed upon the requested products to be used to perform a comprehensive analysis of the labor market. The basis for the decision was that these data sources are the most reliable and comprehensive. The salary survey information has been purchased from Mercer since 2003. The two general compensation data sources are Towers Watson and Mercer. They are the two largest collectors of compensation data but also the most comprehensive and reliable. While the aforementioned data sets provide some overlapping information, each provides data on positions that are not found in the other survey. In addition, there are slight variations in position and work-level descriptions. Because of this the purchase of the data is alternated between Towers Watson and Mercer. The unique compensation data obtained from each dataset help the agency have a more accurate and complete picture of compensation requirements. Given the unique nature of the data required and the need for consistency set forth above, it is concluded that Mercer is the only responsible source that can fulfill the agency's requirements. The government continues to monitor the marketplace and will engage data providers as appropriate. Inquiries can be submitted Washington Headquarters Services Acquisition Directorate via email: contact@example.gov no later than 4:00pm EDT 5 June 2015.

Solicitation # HQ0034279R001
The Under Secretary of War for Intelligence and Security (USW(I&S)) is seeking a prototype solution under Project Argus to replace the legacy Budget and Intelligence Related Database (BIRD). The objective is to implement a modern, flexible, and extensible platform for the ingestion, cataloguing, analysis, and visualization of intelligence resource data to support senior leader decision-making and reduce manual workloads. Core requirements include a financial management query tool supported by Super Intelligence, user-defined visual dashboards, and a Congressional Justification Book (CJB) Generator. The system must be capable of operating across multiple classification levels, from unclassified development to Secret and Top Secret networks, and must remain transportable and operable across Impact Levels 2 through 7. The project requires a high level of security compliance, including TS/SCI facility and personnel clearances, and adherence to the Risk Management Framework, NIST, and DISA STIGs. Performance will take place primarily at the Pentagon and contractor-provided sites, with a requirement for direct, on-site engagement between developers and government analysts. The proposed system should be ready for deployment by September 2027, with the contractor providing at least 12 months of on-site sustainment following transition. If the new system is not ready by the deadline, the contractor must be able to sustain the legacy BIRD system on-site. This acquisition is being conducted via a structured competitive process using Other Transaction authorities. Interested respondents must submit a white paper by November 13, 2026, which will be evaluated in phases based on relevance, technical merit, feasibility, and schedule.
