NOTICE OF INTENT TO SOLE SOURCE
AGENCY: Defense Logistics Agency (DLA) CONTRACTING OFFICE: DLA Contracting Services

PERFORMANCE: DLA Weapons Support IPE / Mechanicsburg NSA, PA
SUBJECT: Preventive Maintenance of 1 Pietro Carnaghi Unimill 40
1. DESCRIPTION OF REQUIREMENT
The Defense Logistics Agency (DLA) Installation Management Richmond intends to award
a firmfixed-price sole-source contract for the annual maintenance of one (1) Pietro
Carnaghi Unimill 40 located at the DLA Weapons Support IPE in Mechanicsburg NSA, PA.
The requirement consists of providing the manufacturer’s annual maintenance package in
two planned interventions over a 365-day period of performance to ensure the gantry mill
operates as intended and retains full functional capability.
The contractor shall provide all labor, equipment, tools, materials, and supervision
necessary to perform:
1st Intervention: Machine preventive maintenance and hydraulic check (including
verification and minor adjustments) and provision of a spare part kit.
2nd Intervention: Geometry restoration including a full laser inspection and provision of a
spare part kit.
2. INTENDED SOURCE
The Government intends to solicit and negotiate exclusively with the original equipment
manufacturer (OEM), Pietro Carnaghi (or its exclusively authorized service representative),
under the authority of FAR 6.302-1, Only one responsible source and no other supplies or
services will satisfy agency requirements (or FAR 13.106-1(b) for simplified acquisitions).
The Statement of Work (SOW) explicitly requires the manufacturer’s annual maintenance
package. The machine's capabilities are currently limited, and utilizing the OEM's
proprietary maintenance protocols, geometry restoration techniques, and certified parts
kits is essential to restoring full operational performance and maintaining long-term
reliability.
3. DISCLAIMER

the required work as described in the SOW.
A determination by the Government not to compete this proposed contract based
upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement.
