AI Contract Overview
The Defense Microelectronics Activity’s Directors Action Group is soliciting professional, technical, and system integration services under an open-market commercial simplified procedure to maintain, assess, and remediate its enterprise-wide risk management and risk management & internal control program. This solicitation, designated HQ072726QRT02, is exclusively set aside for SBA-certified Women-Owned Small Businesses under 13 CFR § 127.300, and no other socioeconomic categories are eligible. The contract is a Firm-Fixed-Price type with a base period of one year and four optional one-year periods, potentially extending performance to five years starting October 1, 2026. Offerors must submit a two-volume quotation: Volume I detailing technical approach, staffing, and experience, and Volume II providing fully burdened labor rates, travel costs, and pricing for all options. The total quotation is limited to 12 pages, excluding cover, table of contents, resumes, and certifications. Evaluation is based on best value, prioritizing technical approach and staffing over price, with past performance assessed through risk ratings of high or low confidence. Contract performance requires access to Controlled Unclassified Information, with strict compliance mandated per NIST SP 800-171, DoDI 5200.48, and DFARS 252.204-7012; no security clearance is required, but safeguards for CUI are mandatory. Travel is limited to four annual trips—two to McClellan, California, and two to other designated contractor sites—with a not-to-exceed budget of $16,000. The contract includes mandatory clauses addressing executive compensation reporting, prohibition of confidentiality agreements, antiterrorism training, and basic safeguarding of information systems. Deliverables include the annual DMEA A-123 Statement of Assurance, test plans and results, corrective action reports, training documentation, and annual program summaries, all aligned with DoDI 5010.40 and OMB A-123. Work occurs primarily at the DMEA facility in McClellan, California, with performance permitted at contractor facilities as approved. Invoicing must be submitted via WAWF, and payments will be processed through DoDAAC HQ0748.
