The contract amendment clarifies key details for the upcoming solicitation identified as SB1304-13-RP-0002, which is a total small business set-aside opportunity issued by the Department of Commerce, National Institute of Standards and Technology (NIST). This solicitation pertains to audits and oversight of the NTIA BTOP program and will be posted under the stated reference number, correcting any previous confusion about the solicitation identifier. The amendment addresses inquiries from interested parties, confirming that the solicitation is indeed 100% set aside for small businesses and correcting the documentation to reflect this designation. It also highlights that multiple awards may be made to cover geographic requirements, although this is implicitly addressed through the question on multiple awards. Additionally, the amendment provides information about the nature of the work, stating that there is no incumbent contractor as previous audits were conducted individually by various grantees’ accounting firms. The contract will include follow-on work as well as new audit efforts. While detailed requirements such as contractor credentials and performance locations will be outlined in the forthcoming official Statement of Work, a list of small businesses that expressed interest in the opportunity has been shared for informational purposes. The contract is managed out of the Department of Commerce office in Gaithersburg, Maryland, with a point of contact provided for further inquiries.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
