DYS- Transcription and Monitoring Investigating Tool

The Ohio Department of Youth Services (ODYS) is seeking a vendor to provide a SaaS, web-based communications analytics platform to enhance safety and security across three juvenile offender facilities in Cuyahoga, Indian River, and Circleville, which house a combined population of 500 or fewer. The platform must integrate with existing communication, records management, and computer-aided dispatch systems, utilizing artificial intelligence to provide transcription, real-time monitoring, threat detection, and risk scoring for intelligence-led investigations. The selected contractor will be responsible for data integration, providing no-cost training and user documentation, and establishing a business continuity plan. The contract will be awarded to a single provider based on a scoring system totaling 1,738 points, with 1,400 points allocated to technical requirements and 338 to cost. Evaluation considers the bidder's experience, financial condition, and management skills, with specific preferences for Ohio-based businesses and Veterans Friendly Business Enterprises. Strict security compliance is required, including adherence to NIST frameworks, HIPAA, IRS Publication 1075 for federal tax information, and FBI CJIS security policies. Additionally, the contractor must comply with Federal PREA standards and State of Ohio IT policies, with a prohibition on offshore data storage or service performance without a signed waiver. The agreement includes a potential renewal for up to 24 additional months and requires pricing to be guaranteed for 120 days.
