Transportation Security Administration (TSA) Industry Day: Horizon 25 OrchestrateSI and TalentSI
Solicitation # TSAHorizon25_OSI-TSI_FY2027
The Transportation Security Administration (TSA) is conducting market research for its Horizon 25 Strategy to transition from reactive processes to proactive, data-driven operations. This effort focuses on two primary engagement areas: OrchestrateSI and TalentSI. OrchestrateSI aims to create a unified architecture for predictive operational management, including workforce optimization, checkpoint visualization via digital twins for bottleneck detection, and real-time airport queue intelligence. TalentSI focuses on automating the applicant journey from job announcement to entry on duty, specifically improving medical pre-screening and drug testing workflows. TSA is seeking agile and scalable solutions from both traditional and non-traditional partners. Future solicitations are expected to utilize challenge-based acquisition practices that prioritize outcomes over prescriptive requirements, with evaluations focusing on the understanding of the challenge, scalability, speed of deployment, and total cost of ownership. All solutions must adhere to strict federal security and privacy standards, including Section 508 and WCAG 2.1 Level AA accessibility compliance, privacy-by-design principles, and the use of TSA-approved hosting environments. An Industry Day event is scheduled for October 20, 2026, at TSA Headquarters in Springfield, Virginia, with a virtual option available. Interested industry partners must RSVP by October 16, 2026, to Horizon25.Industry@tsa.dhs.gov. This notice is for planning purposes only and does not constitute a formal solicitation or a commitment of government funds.

The project follows a strict 26-week timeline from the notice to proceed to go-live, with a total contract length of five years. The procurement process utilizes a rigorous four-stage evaluation. First, vendors must meet minimum mandatory requirements to be considered responsive. Second, a technical evaluation is conducted across six categories, including company history and project management, where vendors must score at least 420 out of 600 points to advance. Third, qualifying vendors must perform a product demonstration focusing on geospatial capabilities, field workflows, and reporting, requiring a minimum of 140 points to proceed. Final Stage: Cost Proposal Evaluation Offerors successful in the technical evaluation & Demonstration stages will advance to the Final State: Cost Proposal Evaluation. The Offeror with the lowest total cost will receive the maximum points of 200. Points assigned to each Offeror’s cost proposal will be based on the lowest proposal price.
The Offeror with the lowest total cost will receive 200 or 100% of the total cost points.
