Oregon State University intends to contract for the provision of an EchoONE Airborne LiDAR System from VIAVI Solutions as a sole source because of the uniqueness (design, capability, nature) of the goods and/or services. The selected system must be capable of achieving 10 mm range accuracy, 5 mm precision, and 1.5 cm RMSEz vertical accuracy at typical operating altitudes; support dual pulse repetition frequencies of 400 kHz and 600 kHz with a maximum measurement range of 270 meters; provide up to eight returns per pulse for accurate terrain modeling beneath dense vegetation; utilize a 90-degree field of view capable of capturing vertical and horizontal features in a single flight; incorporate a tactical-grade GNSS/INS system supporting GPS, GLONASS, Galileo, and BeiDou constellations for RTK and PPK workflows; generate real-time georeferenced point clouds for field quality control; and maintain a total system weight of approximately 1.65 kg or less to preserve flight endurance on the existing UAV platform. The system must also integrate natively with the Freefly Smart Dovetail mounting interface without modification to the existing aircraft.
