THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE AND NOT A REQUEST FOR QUOTATIONS
This notice is published in accordance with Federal Acquisition Regulation (FAR)5.203(a)) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm fixed price purchase order under the authority of 41 U.S.C. 6101(b)(2)(c); FAR 6.302-1 – the Library’s minimum needs can only be satisfied by the contractor’s unique capabilities or products.
The Library of Congress, Office of Chief Information Officer (OCIO) requires contractor support to provide cloud hosting, licensing, operation and maintenance for the electronic Copyright Royalty Board (eCRB) system. Please see the attached Statement of Work (SOW) and Justification and Approval (J&A) for more information about the requirements.
The Library intends to fulfill this requirement by issuing a sole source contract to NIC Federal LLC, located at 4201 Wilson Blvd., STE 510, Arlington, VA 22203. The period of performance will be 09/26/2026-09/25/2028 which consists of a base year and one option year.
This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement at least 15 days after this notice is published.
THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources that wish to be considered for this requirement should submit acapability statement that demonstrates their ability to meet all of the requirements described in the J&A. The capability statements shall be submitted via email to Tiffany Lucas at tluc@loc.gov and Stephanie Boone at sboone@loc.gov by 12:00 pm ET on Wednesday, June 24, 2026. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Any responses received after this date and exact time specified are late and will not be considered.
This notice does not obligate the Government to award a contract or otherwise pay for any information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its capabilities are sufficiently detailed to allow the Government the ability to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
