AI Contract Overview
The Indian Health Service, through the Albuquerque Area Indian Health Service, is seeking elevator preventive maintenance and repair services at the Mescalero Service Unit in Mescalero, New Mexico, under solicitation number 75H70726Q00071. This is a combined synopsis and solicitation issued as a Request for Quotes under FAR Part 12, with no separate written solicitation to be issued. The procurement is set aside exclusively for Indian Small Business Economic Enterprises (ISBEE) under the Buy Indian Act, with a cascading provision to allow awards to other small businesses if insufficient qualified ISBEE offers are received. The NAICS code is 811310 with a small business size standard of $12.5 million in average annual receipts. The contract is a firm-fixed-price type with economic price adjustment, encompassing a one-year base period and four one-year option periods, all exercisable at the government’s discretion, with performance to be conducted entirely on-site at the Mescalero Indian Health Center. Offerors must be currently registered in SAM.gov with an active UEI number and must comply with all federal registration, certification, and reporting requirements, including submission of the IHS IEE Representation Form to verify eligibility for the ISBEE set-aside. The evaluation will be conducted on a best-value trade-off basis based on three factors: technical capability, past performance, and price, with non-price factors combined holding greater weight than price. Technical capability will assess the offeror’s ability to meet the scope of work, including compliance with ASME A17.1, OSHA, NFPA, and OEM standards, while past performance will be evaluated based on relevance and recency of similar contracts over the last five years. Price will be assessed for reasonableness, balance, and consistency with the proposed technical approach, with unbalanced or incomplete pricing considered a risk for rejection. The contractor must provide 24/7 emergency repair response, monthly preventive maintenance, and daily reporting, ensuring strict adherence to infection control, safety, and life safety protocols within a functioning healthcare environment. A quality assurance surveillance plan and CPARS evaluations will monitor performance, with acceptance occurring on-site by the Contracting Officer’s Representative. Payment must be submitted electronically via the Department of Treasury’s Invoice Processing Platform, and all disbursements will be made via electronic funds transfer.
