Chesapeake Public Schools, the seventh largest school district in Virginia with nearly 40,000 students and 6,000 employees, is soliciting proposals for comprehensive employee occupational health services through RFP-071-2526. The District seeks one or more qualified, licensed, and insured vendors to provide pre-employment, periodic, and random drug and alcohol testing, including DOT-compliant physical examinations primarily for commercial driver license (CDL) holders and other employees. The services must comply with federal regulations such as 49 CFR Part 40 and Part 382, and the Omnibus Transportation Employee Testing Act of 1991. Vendors must manage multiple testing sites, ensure timely delivery of accurate test results, including interactions with a certified Medical Review Officer who operates independently of the testing vendor, and maintain secure and compliant records. Key personnel qualifications, insurance coverage requirements, and strict adherence to confidentiality and non-subcontracting clauses form critical contract components. The evaluation process balances price and technical merit equally—the scope of services, company background, and cost proposal each hold 30% weighting, with client references contributing the remaining 10%. This best-value trade-off approach ensures award to the most advantageous proposal. The contract is structured as firm-fixed-price, with payment terms requiring invoices to be paid within 30 days. Contract performance is contingent upon appropriation of funds by the School Board or City Council. Vendors must comply with local procurement policies governing assignment, default, changes, hold harmless provisions, and fund-out clauses, with Chesapeake Public Schools retaining full authority over inspection, acceptance, and audit of services. Proposals must be submitted electronically by June 12, 2026, through the OpenGov portal following detailed formatting instructions. The contract term extends initially through July 30, 2027, with possible annual extensions to July 31, 2031.
