The Space and Naval Warfare (SPAWAR) Systems Center, Charleston plans to award a $4 million modification to the existing contract with Atlas, Inc. This modification will be negotiated on a sole source basis, as Atlas is the only known provider capable of delivering uninterrupted support without redundant costs ahead of a competitive procurement expected in early 2008. The services covered under this modification encompass engineering and integration for multiple complex systems including Integrated Network Management Professional and Lite (INM Pro/Lite), Automated Digital Networking System (ADNS), SURTASS, Integrated Shipboard Networking System (ISNS), 5KHz Multi-circuit Patch Panel (MCPP), Navy Order Wire (NOWs), CENTRIXS, Network Operations Center (NOC), INMARSAT HSD Systems, and other C4I related systems. This contract action is designed to maintain essential support services that are critical to naval communication and network operations until a full competitive solicitation can be released. Responses to the announcement are requested by November 21, 2007, and should be directed to Jesse R. Seaton at SPAWARSYSCEN Charleston. The modification reflects the Department of Defense's emphasis on maintaining continuity in command, control, communications, computers, and intelligence (C4I) systems through highly specialized engineering services, particularly in the context of integrated network management and naval communications infrastructure.
