City of Calgary - Request for Proposal - 26-1552 Fully Managed Network Services and Private 5G Test Environment for Wave Tech Centre
Solicitation # AB-2026-06063
The City of Calgary is seeking proposals for the design, implementation, and ongoing management of a fully integrated network environment for the Wave Tech Centre. This comprehensive service includes the consolidation of LAN switching, routing, Wi-Fi, SD-WAN, and firewalling, alongside the establishment of a private 5G test environment. The network will utilize a multi-site architecture connected via City-supplied fibre and dual internet service providers using BGP routing. To maintain security, the environment will remain air-gapped from the City's operational network, with limited integrations for identity services and security logging. The selected proponent will be responsible for operational monitoring, reporting, lifecycle management, and knowledge transfer, ensuring the network meets specific business-hours availability and performance standards. A critical requirement is the deployment of a private 5G (n77) indoor and outdoor test environment under a shared-responsibility model, where the proponent ensures technical compliance and provides necessary documentation while the City retains the spectrum license. The solution must be scalable to accommodate future growth and emerging high-performance networking workloads. Responses for solicitation AB-2026-06063 are due by September 28, 2026.

AI Contract Overview

ENMAX Corporation is issuing a Request for Pre-Qualification to identify qualified software providers capable of supporting two key initiatives: Customer Operations and Retail Enablement (CORE) and/or Integrated Meter to Cash Transformation (IM2CT). Respondents may submit proposals for one or both solution areas, with evaluations focused on the alignment of their platforms with ENMAX’s underlying business needs rather than strict replication of existing processes. The assessment will consider solution maturity, architectural fit, configurability, scalability, integration capabilities, and the vendor’s ability to deliver required business functions, without evaluating implementation approaches, delivery methods, or pricing at this stage. The goal is to establish a pre-qualified list of vendors who will be invited to a subsequent competitive bidding process. The solicitation, numbered AB-2026-03732, was posted on June 1, 2026, with responses due by June 26, 2026, and is aligned with NAICS code 518210. While the contract is administered by ENMAX, the organizational designation lists the Government of Canada, and performance is expected to occur in Alberta. Proposals must demonstrate how standard platform capabilities and configurable features can meet ENMAX’s operational objectives, with submissions reviewed by the primary point of contact, Norine Barlow. This pre-qualification phase is purely evaluative of vendor and solution readiness, setting the foundation for future procurement activities without committing to any specific vendor or financial terms at this time.

ENMAX Corporation is issuing this Request for Pre-Qualification (“RFPQ”) to qualify software provider(s). This RFPQ includes two distinct and independent solution requirements; • Customer Operations and Retail Enablement (CORE), and/ or • Integrated Meter to Cash Transformation (IM2CT). A Respondent may elect to submit a Response for CORE only, IM2CT only, or both CORE and IM2CT. The functional requirements and capability tables included in this RFPQ are intended to provide business and operational context to support ENMAX’s assessment of platform suitability and functional alignment. ENMAX is not seeking exact replication of existing processes or strict one-to-one alignment with each detailed requirement. Rather, Respondents should demonstrate how their proposed solution, including standard platform capabilities, configurable functionality, overall architecture, and delivery approach, can meet ENMAX’s underlying business needs and operational objectives. Submissions will be assessed on the basis of overall capability alignment, solution maturity, architectural fit, configurability, scalability, integration capabilities, and the respondent’s demonstrated capacity to support ENMAX’s required business functions. This RFPQ is intended to assess the maturity, capability, and alignment of proposed software solutions only. Implementation approach, delivery methodology, and commercial pricing are not evaluated at this stage. This prequalification will result in a list of qualified vendors that will be invited to participate in a subsequent limited competitive event(s).
