The procurement will follow an Advisory Down-Select approach with phased submissions that begin with a draft solicitation in mid-August 2020, requiring interested vendors to submit an "Intent to Propose" by mid-September 2020. Non-selected vendors will be notified by late September 2020, after which final proposal submissions based on the final solicitation will be due by late October 2020. The anticipated contract award date is March 2021. This procurement is a total small business set-aside under NAICS code 561110 and falls under the Department of Defense, specifically managed by the NGA office in Springfield, Virginia. The government has stipulated that questions will not be entertained during the pre-solicitation phase but will allow for inquiries after the release of the draft solicitation. Key points of contact for this acquisition are Contract Officer Grace V. Ayers and Gina Napier, with all communications coordinated through the NGA. NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
