URI Computerized Maintenance Management System
Solicitation # RFP27007086
The University of Rhode Island Facilities Operations Department is soliciting proposals for a single vendor to provide a comprehensive Computerized Maintenance Management System (CMMS). The scope of work includes the delivery of software, implementation services, training, and technical support, with a preference for a cloud-based system. The primary objectives are to maximize operational efficiency, simplify asset inventory, and support the scheduling of preventative and annual maintenance. Key technical requirements include GIS geodatabase integration and validation against URI address standards. The selection process follows a rigorous multi-stage gate evaluation. Vendors must first pass a technical evaluation with a minimum score of 28 out of 40 points, followed by approval from the University Chief Information Security Officer for IT compliance. A combined technical and demonstration score of at least 49 out of 70 is required to advance to the final cost and ISBE proposal phase. Bonus points are available for ISBE participation. The contract mandates strict adherence to cybersecurity and data protection laws, including GDPR and FERPA, and requires the vendor to maintain cyber liability insurance with aggregate limits of at least 10 million dollars. The vendor is responsible for the final design, installation, and commissioning of the system, including the development of user acceptance testing and a Quality Assurance Plan. The cost proposal must cover the initial implementation plus three years of service, and the vendor must provide four weeks of post-deployment support to resolve any bugs or performance issues.

Transportation Security Administration (TSA) Industry Day: Horizon 25 OrchestrateSI and TalentSI
Solicitation # TSAHorizon25_OSI-TSI_FY2027
The Transportation Security Administration is conducting market research and industry engagement for its Horizon 25 Strategy, focusing on two primary modernization initiatives: OrchestrateSI and TalentSI. OrchestrateSI aims to transition airport operations from reactive to proactive through a unified architecture encompassing workforce orchestration and optimization, checkpoint visualization via digital twins and bottleneck detection, and real-time queue intelligence for public-facing wait-time tools. TalentSI focuses on automating the applicant journey and onboarding workflows for TSO, FAM, and MAP positions to reduce time-to-hire and administrative burdens. TSA is employing a challenge-based, outcome-focused acquisition strategy consisting of a four-stage down-select process. This try-before-you-buy approach moves from concept papers and architecture baselines to the demonstration of a functional Minimum Viable Product in a lab environment, followed by iterative scaling and hardening before a final production contract award for nationwide rollout. OrchestrateSI specifically follows a five-phase delivery schedule over 12 months, progressing from initial design to full implementation across all TSA airports. All solutions must adhere to strict FY 2027 cybersecurity, privacy, and information assurance standards, including compliance with FISMA 2014, NIST SP 800-53, and FIPS-199. Contractors are required to fund and host their own sandbox demonstration environments for technical evaluation. Additionally, any proposed artificial intelligence capabilities must undergo mandatory pre-acquisition evaluations per OMB M-24-10 to mitigate safety and rights-impacting risks. This current phase is for informational and planning purposes and does not constitute a formal solicitation.

DA01--Market Research Request - VA Customer Relationship Management (CRM) Modernization (VA-27-00005481)
Solicitation # 36C10B27Q0006
The Department of Veterans Affairs is conducting market research to inform the modernization of its enterprise customer relationship management (CRM) systems, with the goal of consolidating multiple legacy CRM platforms into a unified solution built on the Salesforce platform. This initiative aims to streamline operations across VA contact centers by replacing or integrating systems such as Unified Desktop Optimization CRM, VA Solid Start CRM, Community Care CRM, VET-HOME CRM, and others, while continuing to sustain existing Microsoft Dynamics and Salesforce-based applications during the transition. The effort does not include the Contact Center as a Service (Genysys) system but will require significant integration with it. The government is not soliciting proposals or quotes; this RFI is purely for information gathering to shape future acquisition strategy, including decisions on competition scope, phased migration versus full consolidation, and whether to support a single or multiple CRMs. Responses will not be compensated and will serve only as input for planning, with no obligation to award a contract based on submissions. Vendors are asked to provide detailed information on their company credentials, including UEI number, relevant contract vehicles under NAICS 541512, small business status, and socioeconomic certifications. Technical experience must be demonstrated in CRM modernization, particularly with Salesforce and Microsoft Dynamics 365, including experience in human-centered design, accessibility compliance, AI enablement using Agentforce and Einstein AI, large-scale re-platforming from D365 to Salesforce, and managing enterprise-wide change initiatives. Responses must also include recommendations on the optimal CRM architecture—one versus multiple platforms—based on scale and complexity, as well as approaches to change management, training, and using AI in development and testing while ensuring security and quality standards. Submissions must be concise, limit to six pages, exclude marketing materials, and be submitted by August 4, 2026, with specific subject line labeling. The VA will use all feedback to define requirements before releasing a draft performance work statement, with future procurement expected through a competitive process.

Full Description

The US Environmental Protection Agency (EPA) Office of Radiation and Indoor Air's (ORIA) National Air and Radiation Environmental Laboratory (NAREL) in Montgomery, AL has a requirement for continuation of services under the current contract, GS00Q09BGD0039, task order number EP-G17H-01391, as described below. The subject task order expires on 02/28/2023. The contract for follow-on services will not be awarded prior to the expiration date of EP-G17H-01391. The services under this contract are critical and cannot lapse and therefore, the EPA intends to negotiate on a sole source basis, with Leidos, Inc. located at 700 N. Frederick Ave., Gaithersburg, MD 20879-3328. A modification will be done to the subject task order to extend services for three (3)-months with an option to extend up to an additional three (3)-months option period bridge vehicle, until a replacement contract has been awarded. During this bridge vehicle, Leidos, Inc. will continue to provide IT support services in accordance with the current task order. This task order provides IT services that support the EPA's only nationwide environmental radiation monitoring program, RadNet and the NARELs Fixed Radioanalytical Laboratory Operations that provides historical and current information on background radiation levels in the environment throughout the country. Other critical areas monitored are air particulates, precipitation, drinking water, and surface water all of which can be used to rapidly determine potential health effects from potential radiological events and the need for additional testing in other monitored areas. Leidos, Inc. is best suited for continuing to provide services and support for the three (3)-months with an option to extend up to an additional three (3)-months option period bridge vehicle as they have the necessary expertise and in-depth knowledge that is required to guarantee continuity of IT support services for NAREL activities while the Government awards a follow-on support services contract. This is a short-term extension to the subject task order to ensure that NAREL has continued IT support services. Leidos, Inc. has adequately supported NAREL since being awarded the contract in 2016. The Government is not stating that there are no other contractors who can provide these IT support services. The Government is instead stating that considering the short period of performance contemplated within this extension that no other contractor could transition this workload from Leidos, Inc. and efficiently continue performance without potential reduced services, increased costs, and unnecessary risks to the Government. This three (3)-months with an option to extend up to an additional three (3)-months option period bridge vehicle of services is not an attempt by the Government to limit competition to the incumbent contractor but to ensure that there is no lapse in IT support services for the agency and provide additional time for the award of a follow-on contract. In accordance with FAR Part 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Agency. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the direction of the Government. This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All capability statements received within 15 days after publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined and itemized pricing that is sufficient to decide that competition is feasible. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Submit capability statements via email (using PDF, MS Word, Excel attachments) to Contract Specialist, Harold Day, at Day.Harold@epa.gov. No telephone calls will be accepted.
