The City of Kansas City, Missouri, is soliciting proposals for a comprehensive tax burden study to evaluate the total tax impact on individual households and businesses. The study aims to assess tax fairness, effective tax rates, and distribution while analyzing historical trends and the potential effects of alternative tax policy scenarios. A critical component of the project involves benchmarking Kansas City's tax burden against local municipalities, such as Overland Park and Olathe, as well as peer U.S. cities including Oklahoma City, Omaha, and Nashville. Key deliverables include a detailed tax inventory, an equity analysis, a final report with an executive summary, and a formal presentation to City leadership, including the Mayor and City Manager. Qualified firms must submit an all-inclusive fixed-fee cost proposal itemized by milestone, along with a detailed project management timeline and a technical methodology describing the analytical models, such as CGE or TAXSIM, to be utilized. Evaluation criteria focus on the firm's experience in public finance and economic analysis over the last five years, the qualifications of key personnel such as principal economists and analysts, and the ability to provide three municipal or institutional references. Additionally, successful proposers must comply with City requirements regarding E-Verify enrollment, non-discrimination policies, and a Buy American Preference, and they must agree to provide services to other participating entities within the Mid-America Council of Public Purchasing and Mid-America Regional Council.
