The City and County of San Francisco, through its Central Shops and the City Administrator’s Office, has issued a Request for Qualifications for comprehensive telematics services. This solicitation seeks to establish a prequalified list of suppliers capable of providing a Software as a Service (SaaS) solution, including application hosting, implementation, and training services. The selected providers will grant the City a renewable, non-exclusive license to access and execute the SaaS application. Key performance requirements include a transaction response time of two seconds or less for 99.9% of the month and 100% confirmation of received technical support problems. The procurement process includes a pre-proposal conference on September 28, 2026, with proposals due by October 23, 2026, followed by demonstrations and interviews in December 2026. The contract is governed by a strict Software as a Service Agreement that emphasizes data security, accessibility, and regulatory compliance. Contractors must adhere to high cybersecurity standards, providing annual audit reports such as SOC 2 or ISO/IEC 27001, ensuring all data transmissions are encrypted, and restricting data access to within the United States. Accessibility is a critical mandate, requiring all information and communication technology to conform to WCAG 2.1, Level AA standards. Furthermore, the agreement prohibits the use of Generative Artificial Intelligence in deliverables without prior written approval and requires compliance with various San Francisco local ordinances regarding non-discrimination, labor and employment, and environmental waste reduction. The City maintains the right to conduct user acceptance testing and may withhold final acceptance until all documentation and performance obligations are met.
