RFP793 - Community Engagement Platform

The Atlanta Regional Commission (ARC) Transportation Planning Department is seeking proposals for an online public engagement platform to facilitate community input for various regional and local planning projects, such as land use and transportation plans. The required platform must feature outward-facing tools for resident engagement, including surveys, map-based interactions, virtual forums, and live polling, as well as inward-facing capabilities for staff to track participation, manage data, and utilize generative AI for preliminary analysis. The scope of work includes implementation, onboarding with administrative training, and the provision of up to eight platform licenses and technical support. The total budget for this project is capped at $76,000. Proposals must be submitted electronically through the ARC procurement website no later than October 14, 2026, at 5:00 PM EST. Prospective bidders must complete a two-step site registration and application approval process prior to submitting their proposal. All required documents must be combined into a single electronic file not exceeding 15 pages, excluding covers, budget exhibits, and introductory letters. Evaluation of submissions will be based on relevant experience (40%), technical capabilities and ease of use (40%), and cost (20%). Selected consultants must comply with various federal and state regulations, including non-discrimination, drug-free workplace, and Georgia security and immigration compliance standards, and must maintain all project-related records for three years following final payment.
