The contract involves the procurement of environmental remediation services focused on multiple properties in Omaha, Nebraska, where elevated blood lead levels have been identified and soils contain lead concentrations at or above 400 mg/kg. Particular attention is given to highly contaminated properties where non-foundation soil lead levels do not exceed 800 mg/kg. The work encompasses three major phases: pre-removal actions, removal of contaminated soil, and post-removal activities, with the goal of achieving "property closeout." This requires reducing lead contamination in near-surface soils to an average concentration of 400 ppm and restoring the sites to their conditions prior to remediation. All work must comply with federal, state, and local regulations, including adherence to CERCLA, SARA, and NCP guidelines. The Environmental Protection Agency (EPA), through its Region 7 Contracting Office, plans to award this firm fixed price contract, estimated between $2 million and $3 million, with performance incentives to encourage efficiency and effectiveness. The contract is set aside exclusively for small businesses under the SBA Total Small Business Set-Aside program. The Invitation for Bid is expected to be released around June 1, 2005, and details will be available on the EPA’s regional contracting website. The contractor will be responsible for fully managing the remediation effort to ensure compliance with all environmental standards and achieving the specific cleanup criteria outlined in the solicitation.
