Factual Surveys

Environment and Climate Change Canada (ECCC) is seeking a supplier to conduct post-event factual surveys supporting its Health and Air Quality Forecasting Program. The solicitation requires services including survey design, data collection, analysis, and reporting, with all performance conducted remotely in Ontario (excluding the National Capital Region). Deliverables must be bilingual-ready and include fully labeled datasets preferably in SPSS format, top-line results within one week, banner tables within a month, and draft/final reports within three months, following specified methodology and quality standards. The contract reflects Canadian government policies such as accessibility (EN 301 549, Accessible Canada Act), the Official Languages Act, and green procurement requirements. Contract clauses emphasize intellectual property rights retained by Canada, compliance with anti-forced labour and economic sanctions policies, and conflict of interest avoidance.
