2510-01-479-0990 Parts Kit, Fifth WheDLA Land & Maritime is preparing to issue an unrestricted solicitation under FAR Part 15 using non-commercial procedures for a five-year Indefinite Quantity Contract with a three-year base period and two one-year option periods, aimed at ensuring continued or improved supply availability of a single National Stock Number, 2510-01-479-0990, Parts Kit, Fifth Wheel. The contract will be awarded on an “All or None” basis per CLIN to the single offeror deemed to provide the best value, with price being a significant but not sole factor in evaluation—past performance, offered delivery timelines, and other considerations may influence the final award decision, allowing selection beyond the lowest-priced technically acceptable bidder. The item is procured from approved sources only, specifically Daimler Truck (CAGE 64678, P/N HLD/RK 331 3) and SAF-Holland, Inc. (CAGE 74410, P/N RK-331-3), with inspection and acceptance occurring at destination under FOB Origin terms. The solicitation will be issued via the DLA Internet Bid Board System (DIBBS) on or about August 3, 2026, with hard copies unavailable and potential posting delays of up to three business days. While the exact quantities and pricing are not specified in available documentation, they are expected to be detailed in an attached spreadsheet referenced in the market research phase, and the acquisition has been identified as non-set aside with a NAICS code of 336211. The contracting office is located in Columbus, Ohio, with primary point of contact Anthony Samad. Market research indicates the government is evaluating whether a three-year base with single-year options is appropriate and whether minimum order quantities or dollar thresholds should be applied, and while certified cost or pricing data may be required if the contract exceeds $10 million, commerciality claims may be supported by published catalogs, commercial sales invoices, drawings, or public availability announcements.

This acquisition, designated RFP 15F06726R0000146, follows FAR Part 12 procedures for commercial products combined with FAR Part 15 competitive negotiation guidelines, and is evaluated under a best value trade-off approach rather than lowest price technically acceptable. All ammunition must comply with SAAMI standards for pressure, velocity, and dimensional specifications, with pass/fail thresholds for critical performance parameters including power factor, SAAMI pressure, environmental pressure, and sustained water immersion (for Service ammunition). Service ammunition must meet a 500-point terminal performance requirement, while Frangible ammunition must satisfy an equally weighted 500-point frangibility criterion. Technical evaluation weights prioritize performance over price for Service rounds, while Training and Frangible are balanced between technical performance and price. Packaging must conform to commercial practices, using 50-round boxes and 1,000-round cases with biodegradable or recyclable inserts; Styrofoam and high-density polystyrene are prohibited. Each container and pallet must be clearly marked with manufacturer, caliber, bullet weight, lot number, product code, and category designation, and delivery orders require labeling with the delivery order number. The Government retains unlimited rights to all data produced under the contract, and contractors must obtain prior approval for any public disclosure.
