This firm-fixed-price solicitation covers the delivery of specified food items—including frozen French fries, liquid frozen eggs, biscuits, cheese pizza, pork roast, and various cheeses—scheduled to begin in January 2026 through the end of that month, with all deliveries destined for the FCC Terre Haute facility. Vendors must submit all-or-none quotes including freight costs by December 22, 2025, and quotations will be evaluated on a best-value basis focusing especially on past performance that poses no risk to the government, price, quality, and administrative/shipping costs. Vendors must be registered in the System for Award Management (SAM) prior to award and must submit quotes electronically to the contracting specialist, Richard Moothery. The contract imposes stringent packaging, preservation, and labeling requirements consistent with USDA and FDA regulations to ensure product integrity and compliance with food safety standards. Inspection and acceptance of goods will occur at the delivery destination, with the government retaining the right to reject nonconforming items. The solicitation incorporates Federal Acquisition Regulation (FAR) clauses and Department of Justice (DOJ) specific privacy and security provisions to safeguard government information systems and contractor compliance. Security controls are also mandatorily tied to personnel handling sensitive data, including mandatory non-disclosure agreements, annual privacy and cybersecurity training, and strict access controls aligned with NIST guidelines. Contractors must implement exit procedures at employee separation and obtain prior approval for subcontractors. Reporting requirements include prompt breach notifications and annual summaries of DOJ information handled. Payments will be made by electronic funds transfer or government purchase card for smaller awards. The government reserves the right to make single or multiple awards, emphasizing that the solicitation seeks the most advantageous overall value rather than the lowest price alone.
