The contract is a total small business set-aside under NAICS code 311999, with all offers required to be submitted by small business concerns certified in SAM with a valid Unique Entity Identifier. Offerors must complete and return a provided spreadsheet with per-unit pricing, item descriptions, and packaging details for specific food items, including chicken, beef, turkey, and vegetable meals, each requiring precise packaging in non-metallic, microwave- and oven-compatible trays with clear plastic seals and individually labeled packaging. Each item must bear a recognized kosher certification symbol such as OU, OK, or Star K and comply fully with the Fair Packaging and Labeling Act and the Federal Food, Drug, and Cosmetic Act, including detailed allergen declarations for milk, soy, wheat, eggs, tree nuts, peanuts, fish, shellfish, and sesame.
