AI Contract Overview
The solicitation for FCI McDowell’s 4th Quarter FY 26 KOSHER supplies is a Total Small Business Set-Aside under FAR 19.5, exclusively targeting small businesses with NAICS code 311991. Proposals must be submitted via Standard Form 1449 with strict adherence to packaging, marking, and shelf-life requirements—specifically, all kosher items must have a minimum 90-day shelf life from delivery date and comply with CID A-A-20140D and CID A-A-20000E for kosher certification, including proper hechsher labeling and specified packaging formats such as 9-gram packets, 3–6 ounce packages, or 5–7 ounce pouches or cans. Bids must clearly state case count and unit quantities, and any deviation from posted quantities requires detailed calculations showing equivalent pricing; failure to annotate these calculations will result in non-acceptance of the bid. Award will be determined through a best-value trade-off, prioritizing past performance and delivery schedule combined at 75% of the evaluation weight, while socio-economic status, overall price, and delivery schedule collectively account for the remaining 25%. Contractors with a history of expired goods, non-conforming deliveries, or unprofessional warehouse interactions will be placed on a do-not-award list for the following quarter, potentially voiding all future bids. Delivery is FOB destination to FCI McDowell at 101 Federal Drive, Welch, WV 24801, with acceptance governed by the Government via signed SF-1449 form. Payments will be made electronically in accordance with FAR 52.232-33, and all offerors must certify compliance with commercial item clauses, trafficking prohibitions under FAR 52.222-50, and small business status through SAM.gov’s ORCA system. Proposals must be received by 1:00 p.m. EST on May 22, 2026, with electronic submissions to jriffe@bop.gov permitted in addition to hardcopy delivery to the PO Box address.

Full Description
Evaluations will be based upon past performance, socio‐economic status, overall price and delivery schedule. Greater emphasis will be placed upon past performance and delivery schedule. In addition to your price, if your quantities such as case count differ from what is posted, please do the calculations to match what your price would be as if you were delivering what is posted also post your actual case count and price as well. If the calculations are not done and annotated on the bid sheet, your line item bid price will not be accepted. Due to numerous items that have attempted delivery with expired dates or not meeting specifications, etc....., we will document those items and you will be listed on a do not award list for the following quarter. Meaning if you submit a bid on future solicitations and you have past performance issues the entire bid will be void. Past performance issues can encompass numerous issues. If our warehouse rejects any item, please be respectful and just pick it back up. Unpleasant communication means we will not be communicating at all the following quarter………… Emailed bids should be sent to: jriffe@bop.gov
