AI Contract Overview
This contract, titled "FCI McDowell 4th Qtr FY 26 KOSHER," is a total small business set-aside solicitation issued by the Department of Justice for the FCI McDowell office located in Welch, West Virginia. The procurement focuses on kosher food items under NAICS code 311991, with bids due by May 22, 2026. Offers will be evaluated primarily on past performance and delivery schedule, with additional consideration given to socio-economic status and overall price. Bidders must provide detailed pricing that aligns with the posted quantities, including accurate case counts and corresponding prices; failure to include these calculations on the bid sheet will result in bid rejection. Past performance is heavily emphasized, particularly relating to the quality and delivery of items, as previous incidents of expired or non-specification compliant products have led to supplier restrictions. Vendors with past performance issues risk being placed on a do-not-award list for the following quarter, which would void any future bids submitted during that time. The contract also stresses professional communication: any rejected items must be promptly picked up without objection, and disrespectful interactions may result in a suspension of communications and bid opportunities for the subsequent quarter. Bids must be submitted via email to the primary point of contact, Joe Riffe, at jriffe@bop.gov.

Full Description
Evaluations will be based upon past performance, socio‐economic status, overall price and delivery schedule. Greater emphasis will be placed upon past performance and delivery schedule. In addition to your price, if your quantities such as case count differ from what is posted, please do the calculations to match what your price would be as if you were delivering what is posted also post your actual case count and price as well. If the calculations are not done and annotated on the bid sheet, your line item bid price will not be accepted. Due to numerous items that have attempted delivery with expired dates or not meeting specifications, etc....., we will document those items and you will be listed on a do not award list for the following quarter. Meaning if you submit a bid on future solicitations and you have past performance issues the entire bid will be void. Past performance issues can encompass numerous issues. If our warehouse rejects any item, please be respectful and just pick it back up. Unpleasant communication means we will not be communicating at all the following quarter………… Emailed bids should be sent to: jriffe@bop.gov
