AI Contract Overview
The contract solicitation titled "FCI McDowell 4th Qtr FY 26 SUBSISTENCE," issued by the Department of Justice at FCI McDowell, is a total small business set-aside under NAICS code 311991. The solicitation requires bids to be submitted by May 22, 2026, and involves supplying subsistence items in Welch, West Virginia. Evaluation of bids will emphasize past performance and delivery schedule more heavily than price or socio-economic status. Bidders must carefully adjust and annotate their pricing based on case counts if they differ from the posted specifications; failure to do so will result in disqualification of the affected line items. Strict quality and delivery compliance are mandatory. Items that fail to meet expiration dates or other specifications will be documented, and bidders with such issues may be placed on a do-not-award list for the following quarter, potentially voiding all future bids from that vendor. Additionally, professional conduct is expected when items are rejected at the warehouse; unpleasant communication may lead to exclusion from future solicitations. Bids must be emailed to the primary contact, Joe Riffe, at the provided email address. The contract encourages adherence to all instructions and quality standards to maintain eligibility for ongoing procurement opportunities.

Full Description
Evaluations will be based upon past performance, socio‐economic status, overall price and delivery schedule. Greater emphasis will be placed upon past performance and delivery schedule. In addition to your price, if your quantities such as case count differ from what is posted, please do the calculations to match what your price would be as if you were delivering what is posted also post your actual case count and price as well. If the calculations are not done and annotated on the bid sheet, your line‐item bid price will not be accepted. Due to numerous items that have attempted delivery with expired dates or not meeting specifications, etc....., we will document those items and you will be listed on a do not award list for the following quarter. Meaning if you submit a bid on future solicitations and you have past performance issues the entire bid will be void. Past performance issues can encompass numerous issues. If our warehouse rejects any item, please be respectful and just pick it back up. Unpleasant communication means we will not be communicating at all the following quarter………..Emailed bids should be sent to: jriffe@bop.gov
