AI Contract Overview
The solicitation for FCI McDowell’s 4th Quarter Fiscal Year 2026 subsistence requirements is a total small business set-aside under FAR 19.5, with NAICS code 311991, targeting vendors who can supply a wide range of food and institutional supplies including canned beans, meats, cheese, spices, plastics, dairy products, and household items. Proposals must be submitted via Standard Form 1449 along with mandatory FAR clauses and representational certifications through SAM.gov’s OCRA system, with all bids due by 1:00 P.M. EST on May 22, 2026, and delivered via mail, fax, email to jriffe@bop.gov, or in person. Technical compliance and past performance carry the highest weighting at 75% of the evaluation, followed by delivery schedule, price, and socio-economic status. Offerors must meticulously match their bid pricing to the exact case quantities specified in the solicitation and clearly annotate any deviations; failure to perform these calculations will result in rejection of the line-item bid. Products must adhere to strict packaging and labeling standards, including a minimum 2 mil polyethylene film thickness, sealed containers, compliant ingredient declarations in descending order of weight, specific product identifications such as “100% Beef” with fat percentage, and prohibitions on religious exemption labels or handwritten dates. All items are subject to inspection and acceptance at the FCI McDowell warehouse in Welch, West Virginia, under FOB destination terms, and any delivery of expired, non-compliant, or improperly labeled goods will result in immediate rejection and placement on a do-not-award list for the following quarter. Repeated quality failures or disrespectful interactions during rejects will lead to disqualification from future solicitations. Contractors must be certified as small businesses with accurate UEI and CAGE codes, and may be eligible for HUBZone or WOSB preferences if applicable. Payment will be processed by the Federal Bureau of Prisons at the provided address via electronic funds transfer, with invoices submitted following Standard Form 1449 guidelines. All contractors must comply with labor standards, anti-trafficking provisions, employment verification, equal opportunity requirements, and federal food safety regulations under USDA FSIS and FDA 21 CFR, ensuring all goods meet U.S. origin and grade specifications.

Full Description
Evaluations will be based upon past performance, socio‐economic status, overall price and delivery schedule. Greater emphasis will be placed upon past performance and delivery schedule. In addition to your price, if your quantities such as case count differ from what is posted, please do the calculations to match what your price would be as if you were delivering what is posted also post your actual case count and price as well. If the calculations are not done and annotated on the bid sheet, your line‐item bid price will not be accepted. Due to numerous items that have attempted delivery with expired dates or not meeting specifications, etc....., we will document those items and you will be listed on a do not award list for the following quarter. Meaning if you submit a bid on future solicitations and you have past performance issues the entire bid will be void. Past performance issues can encompass numerous issues. If our warehouse rejects any item, please be respectful and just pick it back up. Unpleasant communication means we will not be communicating at all the following quarter………..Emailed bids should be sent to: jriffe@bop.gov
