AI Contract Overview

The contract titled "Fentanyl Education and Naloxone Training Services" issued by the Health Care Agency of California addresses the urgent need to combat the rising overdose deaths caused by illicit fentanyl in Orange County. Between 2018 and 2024, there was a significant increase in fentanyl-related fatalities, particularly affecting youth aged 10 to 17, with 35 deaths over this period. The total fentanyl overdose deaths in the county rose sharply from 94 in 2018 to a preliminary figure of 358 in 2024. The contract aims to provide education and training focused on overdose prevention, recognition, response, and available treatment resources, emphasizing the dangers of both prescribed and illicitly produced fentanyl, which is often found in counterfeit pills. Addressing these challenges is crucial due to the widespread distribution of fentanyl, as evidenced by the DEA’s 2024 seizure of fentanyl-laced pills and powder equivalent to hundreds of millions of lethal doses. This solicitation, posted in March 2026 with a response deadline in April 2026, is targeted toward organizations within the state law enforcement and health domain to deliver these essential education and training services. The program will be implemented across California, specifically focusing on Orange County, and aims to equip community members and responders with accurate, timely information about overdose risks and intervention techniques. Administration and coordination of the contract will be managed by the Health Care Agency based in Santa Ana, California, with procurement led by Adriana Edwards, the designated Procurement and Contract Analyst. The initiative reflects a strategic approach to reducing overdose fatalities through improved awareness and readiness within affected communities.

Full Description

Overdose deaths caused by illicit fentanyl have critically impacted communities, families, and youth in Orange County. Most notably, 35 youth between 10 – 17 years of age died of a fentanyl-related overdose from the five year period of 2018 to 2024 (preliminary data for 2024). Combining all age groups, Orange County experienced 94 fentanyl related overdose deaths in 2018 compared to 358 (preliminary) in 2024. Although Orange County continues to experience a reduction, there is still significant prevention and education work to be done. Fentanyl is a potent, synthetic opioid that can be prescribed by a practitioner or obtained from unregulated sources. Illicitly produced fentanyl is now commonly found in fake pills, resembling legitimate prescription medication, purchased on the streets and online. In 2024, the Drug Enforcement Administration seized more than 60 million fentanyl-laced fake pills and nearly 8,000 pounds of fentanyl powder. The 2024 seizures are equivalent to more than 380 million lethal doses of fentanyl. Given these realities, it is important that everyone has access to accurate and timely information about overdose risks, prevention, understanding of what to look for, how to respond when an overdose occurs and knowing available treatment resources can help save lives.
