The Food Access Expansion Grant Program, administered by the New York State Department of Agriculture and Markets, offers $10 million in funding to support the development and enhancement of retail food stores in underserved areas across New York State. The program aims to promote food security, bolster local food markets, and strengthen the resilience of the state's food system by funding capital infrastructure projects such as the construction, renovation, or acquisition of buildings, equipment, and facilities for supermarkets, food cooperatives, farm markets, and similar retail outlets. Applicants can request between $250,000 and $3 million, with the total project costs potentially exceeding $3 million when including matching funds, which must constitute at least 10% of the total project cost. The awarded contracts will have a maximum duration of five years, and funding will cover up to 90% of eligible project expenses. Applicants are encouraged to participate in informational webinars scheduled for September 26, 2024, and must submit their applications via the Statewide Financial System Vendor Portal by November 22, 2024, at 3:00 PM. The program emphasizes equitable contracting opportunities, with goals of 15% for minority-owned and women-owned sub-contracting and 6% for service-disabled veteran-owned business contracts. The initiative is open to all counties within New York State, with no prior procurement restrictions for applicants. Final grant awards are anticipated to be announced in March 2025, supporting projects that will create or expand retail food opportunities, reduce food insecurity, and promote local economic development.
