The Reno-Tahoe Airport Authority is seeking qualified concessionaires to design, develop, manage, and operate food & beverage and retail offerings across newly redeveloped areas of Reno-Tahoe International Airport, including New Concourse A & B, the Terminal Connector, and select pre-security zones, as part of the MoreRNO capital program. Proposals must be submitted for one or more packaged opportunities, with the authority favoring multiple operators to ensure competitive diversity, though it retains full discretion in award decisions. Respondents are expected to deliver innovative, high-quality concepts that reflect the regional character of Reno-Tahoe, enhance passenger experience, support long-term revenue goals, prioritize sustainability, and actively include small businesses. A mandatory Pre-Proposal Meeting on June 3, 2026, in person or virtually, is a precondition for proposal submission, with in-person attendance strongly recommended to fully engage with the process and participate in an optional facility tour. All proposals must be uploaded exclusively through the Nevada Government eMarketplace portal by the August 31, 2026, deadline and will be rejected if submitted via any other method, including email, mail, or overnight delivery. Late submissions will not be considered under any circumstance, and respondents bear full responsibility for timely and complete portal submission. Questions must be directed solely to Katelyn Duggan, and assistance requests must be submitted early enough to allow for resolution before the deadline. Awards will be determined based on a comprehensive evaluation of each proposal's overall value to the Airport, and the Authority reserves the right to decline all proposals or modify lease terms after award. No contract will be issued unless formally approved, signed, and filed, and the development timeline is subject to changes stemming from MoreRNO construction schedules. Prospective bidders are required to regularly check for any addenda or updates issued by the RTAA.

The Reno-Tahoe Airport Authority (RTAA) has issued this Request for Proposals (RFP) with the sole purpose and intent of obtaining sealed proposals (Proposal) from qualified and experienced concessionaires (Respondents) to design, develop, manage, and operate food & beverage and retail concessions at Reno-Tahoe International Airport (RNO, or Airport). This opportunity is driven by expiring concession agreements and the redevelopment of the Airport's concourses and terminal facilities under the MoreRNO capital program, as further described in Section 2.2, MoreRNO Infrastructure Program . RTAA seeks Respondents capable of delivering high-quality, innovative concepts that enhance the passenger experience, reflect the Reno-Tahoe region's character, and support long-term revenue performance, sustainability, brand diversity, and small business participation. Concession opportunities are organized into multiple packages across food & beverage and retail categories, located within New Concourse A & B, the Terminal Connector, and select pre-security areas, as detailed in Section 3, Description of Business Opportunities . Respondents may submit Proposals for one or more packages, subject to the requirements set forth in this RFP. RTAA prefers to award food & beverage and retail packages to multiple operators to promote competition and program diversity but reserves the right to award as determined to be in the best interest of the Airport. If awarded, a Non-Exclusive Concession Lease (Agreement) will be effective on the date the Agreement is approved by the RTAA Board of Trustees, signed by all required parties, and filed with the Director of Contracts & Procurement. The development schedule and phased openings outlined in this RFP are subject to change based on MoreRNO construction phasing. As is more fully explained in Section 12, Evaluation & Award Process , awards, if made, will be made to the best overall Respondent whose Proposal is most advantageous to the RTAA, taking into consideration the evaluation criteria set forth in this RFP. The RTAA reserves the right to not award an Agreement as the issuance of this RFP does not guarantee any subsequent award. Furthermore, the RTAA reserves the right to negotiate additional services and/or modify the Lease as deemed necessary to meet the needs of the Airport. A mandatory Pre-Proposal Meeting will be held on Wednesday, June 3, 2026, commencing promptly at 10:00 AM [PDT], at 2001 E. Conditional Use Buffer (CUB) Approval for On-Site Alcohol SalesThe contract seeks municipal approval for on-site beer and wine sales at an existing theatre in Los Angeles, without any physical expansion of the facility. This requires securing a Conditional Use Buffer (CUB) approval under the City of Los Angeles regulations, ensuring compliance with local zoning and alcohol control ordinances.
